Improved grants and funding conditions will apply to the drafting of municipal heat plans from 1 November 2022. Financially weak municipalities can receive full funding. The funding offer runs until 31 December 2023.

The funding of municipal heat planning takes place in the context of the Local Authorities Guideline under the umbrella of the National Climate Initiative. The Federal Ministry for Economic Affairs and Climate Action will place the revised Guideline in force on 1 November 2022. In the period until 31 December 2023, increased funding rates of up to 90% for regular funding and up to 100% for funding for financially weak municipalities will apply.

Via the Local Authorities Guideline, the largest general national funding programme for municipal climate action, the Federal Government has been supporting local climate action since 2008. From 2008 until the end of 2021, the Initiative provided approximately €965 million towards some 21,500 projects in more than 4,450 municipalities under the Local Authorities Guideline.
This has triggered investment amounting to around €2.5 billion.

The Guideline offers funding for strategic and conceptual approaches, e.g. initial and orientation advice, focal advice on any topic, feasibility studies and the recruitment of experts to municipal administrations. Further to this, the Economic Affairs Ministry grants funding towards investment, e.g. in the fields of lighting, waste management, waste water management, and mobility. Applications can be submitted throughout the year.
