An energy dialogue (preliminary stage of an energy partnership) has existed since 2019. A Memorandum of Understanding (MoU) on cooperation on hydrogen was signed in 2021; a first meeting of the working group took place in December 2021. Saudi Arabia offers significant potential for renewable energy and the production of green hydrogen (cf. also the Element One project in the NEOM model city).

The Federal Ministry for Economic Affairs and Climate Action has the lead responsibility for the energy partnership.

Also, a Hydrogen Diplomacy Office was established in Riyadh at in February 2022. These offices are tasked with building up a dialogue with strategic partner countries. The offices are to provide expertise and analyses of the local and regional impact of the transformation. A central role is also played by the networking of decision-makers, experts and businesses from both countries. The project is being implemented in cooperation with the GIZ (Gesellschaft für Internationale Zusammenarbeit).

The Federal Foreign Office has the lead responsibility for this.
